Courtesy Joe Baeza, At approximately 12 in the afternoon on Friday April 02, 2010, Downtown Patrol Officers charged with securing the busy Downtown area arrested 40 year old Gilberto Navarro at Jarvis Plaza located on Matamoros and Juarez. The downtown officers had received several concerns about persons loitering and also selling drugs in the Jarvis
