At approximately 12 in the afternoon on Friday April 02, 2010, Downtown Patrol Officers charged with securing the busy Downtown area arrested 40 year old Gilberto Navarro at Jarvis Plaza located on Matamoros and Juarez. The downtown officers had received several concerns about persons loitering and also selling drugs in the Jarvis Plaza area. Several descriptions have been obtained by police and Navarro fit one of the descriptions of those possibly selling drugs in this area. Navarro was found with 7 doses of Heroin in his possession. Navarro has been arrested over 35 times with a wide array of charges stemming from several drug charges, numerous thefts and burglaries of homes and buildings. Navarro now faces charges of Felony Possession of Heroin. He was taken to the Webb County Jail under no bond.
