City of Laredo Appoints Two New Department Directors

LAREDO, TX— The City of Laredo’s Interim City Manager, Rosario C. Cabello, appointed two department directors. Miriam Castillo will serve as the new Economic Development Director and Jesus Esparza will serve as the City’s new Budget Director. Both individuals had served in these positions in an interim capacity.

“I am confident in both of these individuals’ abilities, leadership, and commitment to driving our city forward,” said Interim City Manager Rosario C. Cabello.

Miriam joined the City of Laredo in 2021 after 16 years with the Laredo Chamber of Commerce, where she spent almost seven years as its Vice-President. She was instrumental in leading the Chamber’s 5-star accreditation with the U.S. Chamber of Commerce, a prestigious honor that was achieved by the organization in 2017, a distinction that at the time, only 116 of the more than 7,000 chambers in the United States carried. At the Chamber, she also launched the first-ever Business Development Certification Program, which reached over 2,000 business owners and employees since its inception in 2016. Before her tenure with the Chamber, she started her professional career in the banking industry, and later in the logistics and import/export field, where she held upper-management positions as the liaison and project manager for international customers in the manufacturing industry.

“I am thankful for the opportunity to continue working and collaborating on programs that will further enhance Laredo’s economy and quality of life,” said Miriam Castillo, Economic Development Director. “As a department, we will continue to prioritize on enhancing programs for inner-city revitalization, grant opportunities, small business support, workforce development through strategic partnerships, and promotion of Port Laredo for recruitment and attraction.”

Jesus Esparza

Jesus Esparza has been an employee of the City of Laredo for over 25 years. He began his career with the City as an accountant. He moved up, most recently serving as the Payroll Manager for the city, where he oversaw the payroll system for all 2,700 employees, including Transit, Police, and Fire. As a Trustee of the Laredo Firefighter Retirement System, he oversees the organization’s investments. Esparza holds a Bachelor’s Degree in Business Administration with a concentration in Finance.

“I am excited for the new opportunities that come with this role and look forward to improving the budgeting process for the city,” said Jesus Esparza, Budget Director.
