Webb County Deputy Constable Found Guilty for Indecent Exposure

The District Attorney’s Office has secured a conviction against Guillermo Garay for exposing himself to a woman.

On September 20, 2018, the Laredo Police Department Communication Division received a call from a woman to report a harassment. Upon arrival, the LPD officer met with the victim who stated that a Constable Deputy was harassing her. She stated that a day before, she was driving her vehicle when she was pulled over by a Webb County Constable Deputy Precinct 1 by La Pita Magana Road. She was pulled over because she had no license plates or insurance on her vehicle. She told the deputy she would drive the vehicle home and not move it anymore.

The deputy let her go with a warning, but followed her home to make sure she would park the vehicle. Once they arrived at her home  the deputy asked if he could use her restroom. The victim immediately called her friend because she felt unsafe. Once inside the home, the deputy began making sexually comments and offered to help with obtaining her license plates.

After leaving her home, the deputy continued contacting the victim via text messages and went to her home again later that day. He once again made unwelcome sexual advances at her and requested sexual favors. He proceeded to masturbate in her restroom and exposed his private parts in her presence. The victim was able to identify him as a Webb County Constable Deputy from Pct. 1 as G. Garay based on his nametag.

The deputy was identified as Guillermo Garay. He was placed under arrest and charged with indecent exposure and official oppression, a class B misdemeanor and class A misdemeanor in the State of Texas, respectively.

Guillermo Garay’s plea was set before Judge Victor Villarreal in County Court at Law II. Garay was sentenced to 180 days probated for one year for indecent exposure. Additionally, Garay was denied deferred adjudication.

Assistant District Attorney Joaquin Rodriguez prosecuted the case for the State.
