For the third year in a row and 12th time in 14 years, the Laredo Independent School District’s Finance Department has received the Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada (GFOA) for the district’s budget presentation for the 2009 fiscal year.

“Our school district’s budget is more than just a financial document,” said LISD Chief Financial Officer Alvaro Perez. “LISD’s budget allows us to communicate our goals and policies and our strengths and weaknesses. The budget also represents LISD’s commitment to be good stewards of the resources that have been entrusted to us by our taxpayers. Our finance department is committed to presenting a balanced budget every year for our taxpayers.”

The Distinguished Budget Presentation Award represents a significant achievement by the district. It reflects the commitment of the Board of Trustees and the Finance Department staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the district had to satisfy nationally recognized guidelines for effective budget presentation.

These guidelines are designed to assess how well the district’s budget serves as: a policy document, financial plan, an operations guide, and a communications device. Budget documents must be rated “proficient” in all four categories, and 14 mandatory criteria within those categories, to receive the award.

“We are extremely honored as a district to receive this distinguished award which is the highest form of recognition we can receive for our budget process,” said LISD Superintendent Dr. Marcus Nelson. “The award represents a significant achievement and I want to recognize and congratulate Alvaro Perez and the entire finance department for a job well done.”

For budgets including fiscal period 2009, 1,214 entities received the award. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.

The Government Finance Officers Association is a nonprofit professional association serving over 17,600 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national award program in governmental budgeting.
