It has been one year since the Laredo Police Department has implemented a policy to tow all vehicles that do not have minimum financial responsibility as required by State law. Through an ordinance passed by city council the department was tasked with the enforcement of this new mandate. A total of 2019 cars have been towed by LPD officers from May 01, 2009 up until last night, April 30, 2010. The goal behind the enforcement was to reinforce all cars traveling through city streets and Texas roadways must carry liability insurance.
The vehicles that are seized are towed away by the wrecker service on rotation at LPD and are stored at the perspective wrecker yard until the registered owner can produce proof of liability insurance. The car owner is cited at the time of the tow and is responsible for the towing and storage fees. The financial detriment involved in a traffic accident can have a devastating financial impact. Furthermore, that financial impact is considerably multiplied if there are physical injuries involved requiring hospitalization, long term physical rehabilitation, and loss of wages and property damages. Many times there was no financial insurance carried by the vehicle at fault for the accident which often led to the victim being left to meet steep financial obligations when there was no insurance to help cover the expense.
