City of Laredo City Statement Regarding the Scheduling of a Special City Council Meeting

LAREDO, Texas – Following recent public discussion, the City of Laredo is getting questions about the scheduling of the recent Special City Council meeting. To be transparent, the City is providing additional context on the purpose of the meeting and the process for scheduling special meetings during one of the busiest periods of the annual calendar.

The City of Laredo is currently preparing the FY 2026-2027 budget, one of the City Council’s most significant responsibilities each year. During this period, numerous special meetings are often necessary to address complex financial and policy matters that require Council direction before the proposed budget can be finalized.
The City of Laredo called the special meeting to hear detailed presentations and discuss the City’s employee health insurance program and its impact on the upcoming budget. Employee health insurance represents one of the City’s largest annual expenditures and affects approximately 2,800 City employees and their families. The discussion was intended to provide Council Members with the information necessary to evaluate available options, ask questions to staff and consultants, and provide policy direction before staff continues preparation of the proposed FY 2026-2027 budget.

After the City identified the need for a special meeting, staff worked to find the earliest practical date that would allow the Council to receive a complete presentation and have a meaningful discussion. Staff initially sought to schedule the meeting earlier in the week. Because of scheduling conflicts with key participants needed for the presentation and discussion, the City moved the meeting to a later date t give Council Members the information needed to make informed decisions on a significant financial issue.
Scheduling meetings during budget season is a complex process that requires balancing statutory notice requirements, agenda-preparation deadlines, and the availability of elected officials, City staff, consultants, legal counsel, and other subject-matter experts. As the City enters its summer meeting schedule, coordinating meetings becomes more challenging as family commitments, vacations, conferences, official travel, and other obligations come into play. At the same time, we continue to meet legal deadlines and serve the public. We try to accommodate individual schedules whenever possible, but it’s not always possible to find a time that works for everyone.
During the past several weeks alone, the City Council has addressed or is preparing to address employee health insurance, collective bargaining, development of the FY 2026-2027 budget, bridge system finances and capital improvements, regional water initiatives, economic development projects, public safety matters, infrastructure investments, and numerous other policy issues affecting the future of our community. These matters require careful analysis and coordination among City departments, outside consultants, legal counsel, and elected officials to ensure the Council has the information necessary to make informed decisions.
Meeting dates are established to facilitate the timely and effective conduct of the City’s business based upon operational needs, legal requirements, and the availability of those necessary to participate in the discussion. Any overlap with community events is due to scheduling considerations, not an intent to affect or diminish the importance of other activities taking place throughout the community.
The City values and appreciates the many organizations, nonprofits, civic groups, and community leaders who invest their time and resources to improve the quality of life in Laredo. These organizations play an important role in strengthening our community, and the City remains committed to working collaboratively with all community partners.
The City remains focused on the important work before it. Preparing the annual budget, maintaining essential public services, investing in infrastructure, supporting our workforce, and ensuring the organization’s long-term financial stability require thoughtful planning and collaboration among the Mayor, City Council, City staff, and the community.
