City of Laredo Announces Appointment of LACS, Fleet Management Directors

LAREDO, Texas – City of Laredo Co-Interim City Managers Rosario Cabello and Robert Eads announced Thursday the appointment of Heberto “Beto” Ramirez as Director of the Laredo Animal Care Services Department, and Ronald W. Miller as Director of the Fleet Management Department.

Ramirez, originally from Laredo, has worked with the City of Laredo for 24 and a half years. Before starting with the city, he brought over 15 years of private-sector experience in accounting, finance management and information technology.

He obtained his bachelor’s degree in accounting from the University of Houston in 1979 and began his career at the University of Texas Medical Branch in Galveston as an internal auditor. He also served as accounting manager at Galo Fund, I.T. director of the Laredo Packing Company, vice president of finance for MSA Construction, comptroller for Security Insurance Company in Austin and Finance and Accounting Manager for Crisa Corporation.

In 1995, Ramirez became a budget officer for the City of Laredo and in September of 1999, he was appointed as Budget Director. In October 2001, he was appointed as Acting Utilities Director and became the permanent director the following year.

In November 2004, Ramirez was appointed as Executive Director of Information Services, where he oversaw the city’s finance, budget and information services departments. The next year, his title changed to Information Technology and Support Services Director and oversaw the Information Services and Technology (I.S.T.) Department as well as additional divisions including the Public Access Center, Telecommunications, Risk Management, Employee Wellness and the city’s radio systems.

In August 2008, he became the I.S.T. and Telecommunications Director and lead the I.T. department in addition to the 9-1-1 Regional Program, the Public Access Center, the 3-1-1 Customer Service Center, Telecommunications and radio communications divisions of the city.

In April 2016, he took on the role of Acting City Secretary while he still managed the I.S.T. and Telecommunications Department. In late 2017, he was named Fleet Director and in January 2019 he was appointed to the Laredo Animal Care Services (LACS) Department where he served as Acting Director until this week when his position became permanent in that department. Ramirez will be responsible for leading the department as it pertains to the intake and sheltering of domestic animals within city limits while promoting responsible pet ownership through public outreach and preventing the spread of animal-borne diseases. In the seven months he has served as LACS acting director, the department has been successful in increasing the rates for pet adoption, fostering, and returned-to-owner rates.
