On Tuesday, November 18, 2025, investigators with the Webb County Sheriff’s Office Criminal Investigations Division (CID), while conducting proactive patrols as part of Operation Lone Star, conducted two separate traffic stops in the Santa Rita area that resulted in the apprehension of two wanted fugitives.

Ferni Costilla, DOB 04/17/2007, was taken into custody on active warrants issued by the Laredo Police Department for:
Assault – Family Violence
Unlawful Restraint
In a separate traffic stop, investigators also arrested Giovanni Diaz-Resendez, DOB 11/05/1995, who was wanted on Webb County Sheriff’s Office warrants for:
Driving While Intoxicated
Possession of Marijuana

Both individuals were transported to the Webb County Jail for booking on their outstanding warrants.
Sheriff Martin Cuellar emphasized the importance of proactive enforcement efforts, stating: “Being proactive and stopping cars leads to these types of outcomes. Traffic stops are vital to keep the motoring public safe, but also for situations like this where individuals are fugitives from justice. “Sheriff Cuellar encourages the public to remain vigilant and report any suspicious activity by calling 956-415-BUST (2878). “You may qualify for a cash reward,” the Sheriff added.
