City of Laredo Advances Federally Funded Water Infrastructure Project with U.S. Army Corps of Engineers

LAREDO, Texas – The City of Laredo is proud to announce the latest advancement in a major water infrastructure initiative, made possible through $20 million in federal funding secured by U.S. Congressman Henry Cuellar (TX-28) in December 2024. This critical funding was allocated through the U.S. Army Corps of Engineers’ Environmental Infrastructure Assistance Program.

Today, the City welcomed representatives from the U.S. Army Corps of Engineers, Project Manager Tony Mendolia and Design Manager Alicia Gregory, for an initial coordination meeting with City leadership, including Assistant City Manager Ramon Chavez, and Utilities Department Director Tareq Al-Zabet. The meeting marked the beginning of a long-term collaboration to identify and implement vital water infrastructure upgrades throughout the city. All parties have agreed to continue meeting regularly to define the project protocol and outline specific areas for construction and improvement.

“We are moving forward with the improvement of our water infrastructure for the benefit of our community,” said Assistant City Manager and Engineer Ramon Chavez. “We are committed to replacing the old, deteriorating systems with modern, resilient infrastructure that reflects our vision of long-term, safe service for the next generations of Laredoans.”

This federally funded project is separate from the City of Laredo’s current Water Line Replacement Project, which began on June 16, 2025. Together, these initiatives reflect the City’s strong commitment to maintaining and advancing its water systems for the health, safety, and well-being of all Laredoans.

“This achievement represents a significant step forward in improving the quality of life for our residents,” said Utilities Director Tareq Al-Zabet. “By addressing long-standing infrastructure concerns with the support of the U.S. Army Corps of Engineers and Congressman Cuellar, we are building a more resilient and reliable water system for Laredo.”

The U.S. Army Corps of Engineers (USACE) is a federal agency under the Department of Defense with both military and civil responsibilities. In addition to supporting national defense projects, the Corps plays a major role in public works, including water supply systems, flood risk management, and environmental restoration projects. Their Environmental Infrastructure Assistance Program specifically aids the design and construction of water-related infrastructure in eligible communities.

The City of Laredo will continue to keep the community informed on the forthcoming development of this project.
