LAREDO, TX— The City of Laredo Mayor Dr. Victor Treviño and Council awarded several individuals during the City Council meeting held on Monday, September 18, 2023, that have outshined and accomplished very important objectives, while representing Laredo before other cities and organizations. The City of Laredo is pleased to continue presenting these recognitions in honor of the achievements of locals who represent this town through their professional careers and/or extracurricular activities. Monday’s recipients were as followed:
Jovita Idar
The City of Laredo Mayor, Dr. Victor Treviño recognized and made a proclamation for fellow Laredoan Jovita Idar, a Mexican-American activist and journalist being memorialized on a commemorative quarter. Jovita Idar based her activism on education, women’s rights, and civil rights for Mexican-Americans.

An award was presented to City of Laredo Health Assistant Director, Erika Gutierrez Martinez for being recognized as one of the 40 Under 40 in Public Health. The de Beaumont Foundation announced its class 2023, on Thursday, September 7, after reviewing nominations from hundreds of professionals working to benefit state or local public health across the United States. Erika Gutierrez serves as the only honoree representing Texas. The class was selected by a distinguished panel of public health professionals for their leadership and impact on their community’s health.
Laredo Area Community Foundation and Local Jefferson
Also awarded during Monday’s City Council recognitions were the Laredo Area Community Foundation and the local Jefferson Award Nominations. (Google these so you can complement the paragraph, it needs more details.)
Dr. Mehnaaz Momen
TAMIU professor and author Dr. Mehnaaz Momen was recognized by the Mayor and Council for her recent release of the novel LISTENING TO LAREDO. “Mehnaaz Momen’s analysis of the interplay between local, regional, and global dynamics at the U.S.-Mexico border expands our understanding of the ways globalization is generating transformation.”
Also, the Illinois National Guard was recognized for their volunteer work during their service deployment in staffing city-wide dog vaccine clinics for the past year. During the council meeting, Pets Alive Laredo also was recognized for their efforts in 2023 to provide free dog vaccines and dog food and organize clinics to improve pet health in our city. This Illinois National Guard regiment will return to their home state soon; luckily Pets Alive Laredo will continue their work. The City of Laredo is grateful for their dedication and support in providing this valuable resource for Laredo’s pet owners.
