 (Laredo, Tx)-On Thursday February 28, 2013, The Laredo Police Department Communications Division received a call from Nelson Noe Rios, who was reporting a Burglary of Vehicle.   A Laredo Police Officer was dispatched.  Mr. Rios stated to the Officer that on January 16, 2013, he was arrested by the Laredo Police Department and his vehicle was impounded.  Mr. Rios stated that when he picked up his vehicle from the wrecker yard his blue Samsung Galaxy SIII cell phone was missing. Mr. Rios stated he worked for a cell phone company and he was able to track his cell phone down and he knew who had his phone. 

 The person who had the phone stated that they had purchased the phone from a local second hand cell phone repair store and would give the information to investigators.   Investigators went to Cell phone ER and met with the owner who stated that in January a gentleman from a local wrecker service had come in to his store offering to sell a blue Samsung Galaxy III. The owner of the cell phone repair store remembered this incident because the gentleman came in wearing the uniform for the wrecker service and he was also driving a tow truck. The shop owner told him in order to purchase the hand set it first had to be verified. At the time of the verification of the handset came back clean and it was not showing a theft report. The store owner paid the gentleman $270.00 dollars for the handset. The store owner stated he could identify the gentleman if he saw him again.

 Investigators went to the wrecker service located at 2600 Guadalupe St. and met with the owner, who was advised of the situation. The owner cooperated fully with this investigation by providing names and photographs of his employees. The cell phone shop owner positively identified Ricardo Landa,, as the gentleman he bought the cell phone from. On Thursday March 21, 2013, the case was presented to the Webb County District Attorney’s Office who concurred with the findings and approved two warrants for Ricardo Landa, one  for Burglary of Vehicle  and one of theft.
