Kirby Drive Opening Ribbon-Cutting Ceremony

District VI Council Member Charlie San Miguel hosted a ribbon-cutting ceremony to celebrate the opening of Kirby Drive, connecting the Winfield subdivision to Shiloh Drive west, allowing motorists to access Loop 20 north. Joining him were (left to right): City of Laredo Traffic Safety Director Roberto Murillo; UISD Board Member Javier Montemayor, Jr.; TX DoT Laredo District Administrator Melissa Montemayor; City of Laredo Public Works Supervisor Jose Gutierrez; and City of Laredo Public Works Director John Orfila.  

 “I am so glad that Kirby Drive is now fully open, especially for residents of Winfield subdivision who can access this roadway when attempting to access Bob Bullock Loop 20 north,” said Cm. San Miguel.  “I am especially proud we were able to fast-track this project as a priority for the residents of my district.  Thanks to the partnership with Killam Development, the relationship with TXDOT and the amazing work of our City of Laredo Public Works Department, we were able to keep costs low to finalize this project.”

 The City of Laredo Public Works has just completed construction on Kirby Drive, connecting Winfield Parkway with Shiloh Drive.  This stretch of Kirby Drive is now open to through traffic.

The land is part of Killam’s development for the area, providing the platting, engineering design, water and sewer lines, curb and gutter, and storm-water work.  City of Laredo Public Works Department crews did all of the construction work, which included sub-base, base and asphalt paving on the 458 feet long by 41 feet wide stretch of road that connects Kirby Drive in Winfield subdivision to Shiloh Drive.  The approximate cost for the work by the City of Laredo was $98,500, including materials, labor and equipment. 

 The funding for this project came from an agreement between the City of Laredo and the Texas Department of Transportation.
