Former TAMIU Administrator Indicted

On April 27, 2011, former TAMIU administrator Richard Patrick Perez turned himself over to TAMIU police after a warrant was issued for his arrest. The warrant came as a result of an extensive investigation lead by the TAMIU Police Department with the assistance of the Laredo Police Department and the Webb County District Attorney’s Office.
Perez was charged with one count of a relatively obscure law: Improper Photography or Visual Recording.
The Office of the District Attorney reports that Perez has now been indicted by a Grand Jury in the 406th District Court.
According to Ramon A. Villafranca, Jr., chief prosecutor for the Special Victims’ Unit, the case was presented to a grand jury on Wednesday, August 24th and the grand jury returned a “true bill”, which means that the defendant has now been formally charged or indicted and will face prosecution.
The charge stems from Perez’ having videotaped an unsuspecting female coworker. According to Villafranca, “This took place in an office setting where Perez worked as the Director of the University’s Small Business Development Center”. “The woman was fully clothed but was unaware that she was being recorded.” He added, “The recordings were sexual in nature and were taken without the consent of the alleged victim”.
