On Sept. 21, 2009, a burglary of habitation was reported by the 200 block of North Point. According to the victim, a male subject kicked in the front door. The victim was standing behind the door and was struck on the face by the door. After seeing the victim, the subject took off in a vehicle. Then on Oct. 7, 2009, another burglary of habitation was reported by the 3400 E. Fiesta. According to the victim, he arrived home and found his front door had been broken. He also found a male subject inside his house. The male subject pushed the victim aside and took off in a vehicle.
Both cases were turned over to the Laredo Police Department Crimes Against Property Division. After interviewing both victims it was determined that on both occasions the suspect had similar physical characteristics. The suspect’s vehicle description was very similar as well. Line-ups were prepared and shown to each victim and the victims positively identified the subject that had committed the burglaries. Joel Flores was the identified suspect. Joel Flores had been arrested before in December 2008 and in February 2009 for Burglary of Habitation charges (case # 08-44667 and # 09-6526). After hearing the witness testimony and the modus operandi of the suspect, detectives developed a line up with Flores and the victims identified him as the burglary suspect who had robbed them.
On October 9, 2009, Judge Ramiro Veliz issued warrants # 09-92739 and # 09-92740 for Joel Flores D.O.B. 9-23-69 for Burglary of Habitation F/2 and Theft SJF. Judge Oscar Martinez issued warrant # 9807 for Joel Flores for Burglary of Habitation F/2. On Oct. 14, 2009, Joel Flores was served with the three warrants. He was booked at the police station and then taken to the Webb Co. Jail in lieu of an $110,000 bond.
