Courtesy Raul Leal, LAREDO – As of 12:30 p.m. today, July 18, 2011, the new seven-mile Cuatro Vientos Road from State Highway 359 to Mangana-Hein Road is now open to the traveling public. Also, a new traffic signal has been activated to full red-yellow-green configuration at the intersection of SH 359 and Cuatro Vientos Rd.
