(Laredo, Texas)-On October 1, 2026, District Attorney Isidro R. Alaniz presented Sister Rosemary Welch, RSM, RN, a Sister of Mercy, with the Webb County Domestic Violence Coalition’s Lifetime Achievement Award.

The award was presented during the 30th Annual Domestic Violence Conference at Texas A&M International University. The recognition marked a milestone for the coalition and for Sister Rosemary, one of its founding members.

For three decades, the coalition has brought community partners together to support survivors, raise awareness and strengthen the local response to domestic violence. As executive director of Casa de Misericordia and director of outreach at Mercy Clinic, Sister Rosemary has devoted her life to serving people in need.

Her work has extended from providing refuge and support to survivors to advocating for stronger community services and a more compassionate response to domestic violence.

The award recognized her “lifetime of extraordinary dedication, compassion, and unwavering commitment to victims of domestic violence.” Its inscription honors the hope she has brought to survivors, the community she has helped strengthen and the legacy of service she continues to build. In presenting the award,

Alaniz joined the coalition in recognizing a person whose leadership has helped shape its work since its inception. The 30th anniversary was an opportunity to celebrate Sister Rosemary’s contributions and renew the community’s commitment to standing with survivors.
