California Truck Driver Admits to Possession of THC-Infusted Products

(Laredo, Texas)-On Friday, December 12, 2025, at approximately 10:45 a.m., Webb County Sheriff’s Deputies conducted a traffic stop on a tractor-trailer traveling on Highway 255 just west of IH-35 in Webb County.

During the course of the traffic stop, deputies identified the driver as Refugio Rincon, a resident of California. The investigation revealed that Mr. Rincon admitted to possessing marijuana and THC-infused products inside the vehicle. Mr. Rincon was detained for further investigation.

While inspecting the cab of the truck tractor, deputies observed a yellow bag located in the sleeper area. Inside the bag was a clear plastic bag containing several pre-rolled cigarettes, multiple assorted colored packages, and chocolates labeled as containing tetrahydrocannabinol (THC). The THC products were identified as originating from California and were determined to contain high levels of THC. The total combined weight of all THC-containing products was 163 grams. Mr. Rincon was arrested and charged with Possession of a Controlled Substance, Penalty Group 2, four grams or more but less than 400 grams, a Felony of the Second Degree (F/2).

Sheriff Martin Cuellar issued the following statement regarding the arrest:

“This case highlights the importance of proactive traffic enforcement and thorough investigative work by our deputies. We remain committed to enforcing the law and preventing illegal drugs from being transported through Webb County. Those who choose to violate Texas law—regardless of where they are from—will be held accountable. I remind the public to report any suspicious activity by calling 956-415-BUST (2878).
