City of Laredo to Begin Major Water Line Replacement Project Across All Districts

Laredo, Texas— On Monday, the Laredo City Council approved the construction contract to begin replacing the first set of aging water lines across the city—marking a major step forward in improving the City’s water infrastructure and addressing long-standing concerns from residents.

This first phase will replace approximately 30,110 feet of old and frequently damaged water lines, which have accounted for a total of 273 water main breaks over the past five years, resulting in an estimated 17.2 million gallons of water lost. These streets were identified by the Utilities Department as the highest-priority locations in each council district based on service data.

The project includes the replacement of both main lines and service lines, ensuring a comprehensive upgrade to the water infrastructure in the affected areas. Construction is expected to be completed by September 2025.

The total cost of this phase is $11.3 million dollars. Funding for the project is made possible through the 2022 Water Revenue Bond. The City of Laredo also continues to hold funding from the U.S. Army Corps of Engineers, which will support future phases of this annual water line replacement effort.

“For too many years, residents have asked us to fix these problem areas. We need to get back to our core functions and responsibilities of government,” said Mayor Dr. Victor Treviño. “This project is just the beginning, and about reinforcing public trust. We are taking action to replace our aging infrastructure to deliver the level of reliable water service across Laredo that people expect and deserve.”

The first areas to be addressed include:

District 1: Horizon Loop
District 2: Bismark St.
District 3: Garfield St., Mier St., and Guerrero St.
District 4: E. San Pedro St., Kearney St., O’Kane St., Logan St., and Price St.
District 5: Gale St. and Calton Rd.
District 6: International Blvd.
District 7: San Mateo Dr.
District 8: San Eduardo Ave.

This project is part of the City’s long-term strategy to modernize essential infrastructure, reduce water service disruptions, and prepare for future growth.

“This investment is about delivering on our responsibility to ensure safe, dependable water for our residents,” said City Manager Joseph Neeb. “It also reflects our commitment to listening and acting on what our community needs.”

Construction is expected to begin in the coming weeks. Residents in affected areas will be notified in advance regarding any temporary service impacts or traffic detours.

The City will continue to provide updates as work progresses and as future phases are planned.
