City of Laredo Highlights Shared Commitment with Chamber of Commerce on Bond Accountability

Laredo, Texas – The City of Laredo expresses its sincere gratitude to the Laredo Chamber of Commerce for its public endorsement of the upcoming 2025 Bond Referendum and its continued commitment to transparency, fiscal responsibility, and community accountability.

City Manager Joe Neeb thanked Chamber of Commerce Chairwoman Sandra Alaniz, the Board of Directors, and Executive Director Monica Martinez for their thoughtful letter, emphasizing the City’s shared commitment to transparency, accountability, and community-focused planning.

“The Chamber’s focus on transparency and oversight reflects the very values that have guided the City’s planning for this bond,” said Neeb. “From day one, this Council has embraced a new standard of openness and accountability. We welcome the partnership of civic leaders like the Chamber in ensuring Laredo voters are informed, empowered, and confident in this process.”

The City has already implemented several key measures to ensure the responsible rollout of bond-funded projects:

A new Quarterly Bond Dashboard will expand on the City’s current project dashboards to track financial updates, project milestones, and overall progress in a user-friendly format accessible to the public.
Defined Project Timelines:
All approved projects will follow clear timelines and milestone-based progress tracking to ensure transparency throughout planning and implementation.
Phased Implementation and Borrowing:
The City will borrow funds in phases, launching projects only when ready. This minimizes interest costs and ensures efficient use of taxpayer dollars.
Community Oversight:
The City supports and encourages the establishment of an independent oversight committee, composed of community members, to enhance trust and provide additional transparency in project execution.
Community-Driven Process

The 2025 Bond Propositions were developed with significant public input, including a Bond Referendum Committee made up of community stakeholders. All projects included in the bond align with the City’s Capital Improvement Plan or the Viva Laredo Comprehensive Plan, ensuring that proposals reflect long-term community priorities—not political preferences.

“We understand that past experiences may create natural caution,” added Neeb. “But this Council’s approach—from project selection to communication—has been centered on building trust through action.”

The City of Laredo remains committed to delivering critical improvements in public safety, health, infrastructure, and housing—guided by transparency, accountability, and partnership with the public.
