City of Laredo Confirms May 3 Bond Election Will Proceed as Scheduled

Laredo, Texas – In response to recent public confusion and commentary regarding the upcoming bond election, the City of Laredo would like to provide clarification: the May 3, 2025 bond election cannot be canceled under current Texas law.
On February 11, 2025, the Laredo City Council passed Ordinance 2025-O-21, officially calling for a bond election. Once such an election is ordered, it can only be canceled under very limited circumstances defined by state law—not by local discretion.
Under Texas Election Code §2.082, an election may only be canceled if a specific state statute grants that authority.
A public comment made by Webb County Elections Administrator Jose Luis Castillo suggested the possibility of canceling the election. However, that statement was based on procedures applicable to water districts, which are governed by Texas Water Code §49.112—a statute that does not apply to municipalities like the City of Laredo.
Mr. Castillo has since been informed of the distinction, and has acknowledged that ballots for the City’s bond election have already been mailed.
The City of Laredo is committed to transparency and upholding the law. The upcoming bond election remains on track, and voters will have the opportunity to make their voices heard on May 3, 2025, as planned.
