The City of Laredo Welcomes New Finance Director

Laredo, Texas – The Laredo City Manager, Mr. Joe Neeb, has appointed Mr. Mark DeMay, as the new Finance Director for the City of Laredo. During Monday’s council meeting, Mr. Neeb presented the new director before the council.
Mr. DeMay brings over a decade of experience from the private sector and another decade’s worth of experience from the public sector in the areas of finance, accounting, cash management, investments, debt management, budgeting, and more. He began his public sector career in the state of California in 2008, working for a state agency then a county government, and most recently a city government in central Texas.
DeMay is familiar with government finance administration regarding laws and statutes in the areas of compliance, grants, purchasing, and financial reporting at the federal, state, and local levels. He understands the importance of team building, community relations, and customer service having worked in several different industries during his 30-plus-year work career. Mr. DeMay has a Bachelor of Science in Business Administration – Accounting, from San Diego State University and a Master’s Degree in Accountancy – Governmental Accounting, from Rutgers University. He also holds various important certifications such as Government Finance Officer and Government Financial Manager.
As director, Mr. DeMay will plan, direct, coordinate, and monitor the functions of the Finance Department to ensure smooth day-to-day operations. He will monitor revenues and expenditures to ensure compliance with budget limitations and help departments progress in achieving goals and objectives. He will ensure financial compliance with the City of Laredo policies and procedures as well as federal, state and local laws. Additionally, he will supervise the City’s debt management, bond sales, investments, purchasing, payroll processing, accounts payables, and accounting functions. He will attend City Council meetings and other related committees while being able to respond to issues, concerns, and the needs of customers and co-workers.
