Christian M. Arriaga was seen at Independence Hills Park in South Laredo, he was scoping out three  ladies who were using the park to exercise.  The women noticed he was in the midst of a lewd sexual act in his truck as he watched them. The women said he was in a white Chevy pickup truck with out of state plates.  Arriaga notices that he’s been detected and he starts up the truck and begins to drive off.  As he’s leaving the three ladies notice him slowing down and checking a group of girls from the local high school track team passing by.  The ladies called PD right away.  The ladies explained to the officer that a month prior to this that the same three ladies were using the Century City Park and the same guy, in the same white truck with out of state license plates was in the parking lot. 

As they three were leaving he comes out of his truck with no pants and is in the midst of  a lewd sexual act in from of the ladies.  They took off frightened and called PD.   PD did not find him.  This time Patrol was able to locate the truck with the out of state plates parked at a residence in Century City by 1100 S. Lost Creek.  He was brought in for questioning and he, after been read his rights, confessed to both events to Special Investigations Unit detectives.  The detectives got the warrants signed  and went to pick him up at his house  in S. Lost Creek. They also served him with a an official Criminal Trespass warning that he is not allowed to step foot in any of the city parks again.
