New Tire Ordinance Amendment “Core Fee” Starts November 4

Laredo, TX –The City of Laredo wants to remind the public and tire shop operators that the amendment to ordinance 2014-O-107 Chapter 15 “Health and Sanitation,” Article IV, “Tire Business Registration Program,” of September 15, 2014 approved by City Council goes into effect
(and enforced) November 4, 2014. This was done to further address the serious problem of illegal tire disposal and the potential harm to the environment, the public’s health and to curb vector borne diseases. The following stipulations must be followed as provided to the tire shops from the City of Laredo through the Health Department. Effective November 4:
1. All tire businesses are required to post signs notifying customers of the tire deposit on the sale of new and/or used tires. This sign must inform customers that the “At the time of purchase of any new or used tire the customer must leave an old, used or scrap tire if not a $10 deposit per tire will be charged”.
2. When the public purchases any tire (new and/or used) they must leave a deposit of ten dollars ($10) per tire for each tire purchased. This deposit is waived, by leaving a scrap/used tire at time of purchase or be refunded at a later date not to exceed seven (7) days in exchange of a scrap/used tire with a valid receipt by the customer at the place of purchase (deposit will also be waived if the customer has an exchange tire mounted to a rim at time of purchase of a new/used tire).
3. All tire businesses must have an appropriate manifest and available for inspection that documents the quantity, inventory, the origin, routing, and destination of tires during transportation from the point of beginning (initial buy and sell) to the end of final use.
4. All tire businesses can continue to charge a disposal fee not to exceed five dollars ($5) per tire to dispose of scrap/used tires collected from their customers, following all appropriate federal, state, and local laws required for disposal of scrap/used tires.
Any person that is caught dumping tires illegally will be issued a citation with a penalty of $500 to $2000 for each offense. Tire businesses in violation will be subject to license revocation.
