Indecency with a Child (Sexual Contact) Felony 2

            Jose Manuel Rico, DOB 1-08-68, was arrested for Ind. w/Child F/2. Rico is being accused of inappropriate contact of a 14 yr old minor.  The incident allegedly occurred on 10-25-08.  The investigation into this case is still open and ongoing. Jose Manuel Rico is an employee with the City of Laredo (Solid Waste).
