CDBG Housing Rehab Helps Reconstruct Another Laredo Home

The Ubaldo family home was reconstructed through the CDBG Housing Rehabilitation program and other CDBG funds previously earmarked for other projects. The previous structure was damaged beyond repair due to a fire. After the damaged structure was demolished, a new home was constructed on the owner’s lot. This new house is 1,164 square feet in size. The house consists of three bedrooms, two baths, a kitchen, combined living and dining area, and one laundry room. The house also includes central air‐conditioning and heating. The total construction project cost is $105,136.

 This project was funded with Community Development Block Grant funds provided by the U.S. Department of Housing and Urban Development. 

 Cm. Garza reprogrammed $100,000 of federal funds that had been designated for other projects in his district to this project, “because of the dramatic need for this family.”

 “This was a project that I felt was a priority for a Laredo resident whose residence had been totally devastated,” said Garza.  “I felt that was the right thing to do with these federal funds; this is what our tax dollars through CDBG funds are meant to do: improve the live of our citizens.”

 The Reconstruction Loan Program provides for a 0% interest loan in an amount determined on a case by case basis, based on family size and need, to reconstruct a single‐family unit which is owned and occupied by an individual or family of low income (80% of HUD median family income), and which has been damaged as a result of a fire, or is dilapidated beyond repair. Up to 100% of the loan will be forgiven if a residency requirement is met for the duration of the note. 

The design of the home was prepared by Juan Homero Sanchez of Laredo, Texas, and was constructed by JMG Construction, Ltd., also of Laredo, Texas.
