Two Year Old Child Found Out in Frigid Cold Rain Alone, Mom Arrested for Child Endangerment

On Thursday February 11th, at approximately 6:46 am, a caller contacted police reporting that he found a 2 year old child outside in his apartment complex parking lot, by the 7600 block of Country Club Drive. Apparently for at least an hour, the complainant stated that had been hearing what he thought was a cat meowing loudly. As the crying continued the man went outside to investigate where the noise was coming from. Upon checking the parking lot area he saw a 2 year old boy, barefoot, dressed with nothing but diapers and t-shirt crying in the frigid cold rain without any adult around. The caller went out to the child’s aid and called 911.
Meanwhile, the mother of the child returned home several minutes after PD units were at the scene and could not find her son in her apartment. She went up to officers and identified her son, who was now in the care of paramedics. The woman, identified as Amy Rosado, 20 years old, stated to officers that she had gone to the apartment complex gym. The child was left asleep in the apartment. The child awoke and began to panic when he could not find his mother. The child opened the front door and was found by a neighbor. Amy Rosado was arrested and charged with Child Endangerment Felony 2. Child Protective Services was contacted. CPS went to the hospital (Doctor’s) for a follow up investigation. Rosado was taken to Webb County Jail and held without bond pending magistration.
