On December 9th, at approximately 8:30 pm, Laredo Police Department CID CAPERS Division received information regarding a possible kidnapping of an unknown female.  A subsequent investigation revealed that that a female victim was being held against her will at an unknown location.  Detectives later discovered & identified a suspect and the location, 1800 Country Club, where the victim was being held.  Detectives confirmed the information from different sources that indicated that the victim was in imminent danger or feared dead due to the suspect’s belligerent behavior and history of carrying firearms.  LPD CID Detectives immediately attempted to make contact with the occupants at 1800 Country Club to no avail.

Based on exigent circumstances, LPD Detectives and Patrol Officers gained entry to the condominium.  Laredo Police Detectives and Patrol Officers discovered Rolando Rubio and the victim in an upstairs bedroom.  A subsequent investigation by police revealed that the victim had visible injuries on her body and that she had been held against her will since Monday.

Rolando Rubio was immediately taken into custody without incident; he was taken to the Laredo Police Department, where he was booked and charged with Aggravated Assault F/2 and Unlawful Restraint F/3.  Rubio was taken to Webb County Jail pending bond.

A subsequent execution of State Search Warrant at the 1800 Country Club by Detectives resulted in the seizure of multiple items to include weapons and ammunition.  Additional state and federal firearms violations charges are still pending.
